    Nóta The EU Blue Card has no validity in the UK (which did not opt in) as the UK has its own Points-based system for highly skilled migrants. It should be distinguished in the UK from Blue Registration Certificates (relating to 'accession workers') These certificates indicate that the holder has full access to treaty rights and that their access to the UK labour market is not restricted. This group includes highly skilled migrants, spouse or civil partner of a UK national or a person settled in the UK, and those persons exempt from the requirement to obtain an Accession Worker Card See, for example UK Border Agency Guidance For Nationals Of Bulgaria And Romania On Obtaining Permission To Work In The UK.     Nóta Système juridique français Aux termes de la loi, la carte bleue européenne n'est délivrée qu'aux travailleurs étrangers hautement qualifiés IATE:3583833 , en ce sens que sa délivrance est subordonnée aux conditions de rémunération de l'emploi proposé à l'étranger (salaire annuel au moins égal à 1,5 fois le salaire minimum) et au niveau d'étude de l'étranger (formation d'au moins trois années après le bac ou expérience significative).     Nóta In October 2007, the European Commission adopted two proposals. The first to establish a Framework Directive for the purpose of the admission of highly educated migrants to the EU, later known as the EU Blue Card directive IATE:3568166 . The second proposal is a directive to simplify migration procedures by funneling applicants into a single application procedure, the single permit directive. In May 2009, the European Council adopted the EU Blue Card directive. In December 2011, the single permit directive was adopted. Together, they establish the EU Blue Card Scheme: A demand-driven, residence and work permit.
